Abstract

Setelah ditetapkan undang-undang otonomi daerah, perkembangan pembangunan di daerah-daerah menjadi sangat positif, salah satu dampak positif dari pelaksanaan otonomi daerah adalah adanya pemekaran daerah provinsi maupun kabupaten/kota. Salah satu daerah hasil dari pemekaran wilayah adalah Kabupaten Pulang Pisau Provinsi Kalimantan Tengah. Dengan adanya otonomi daerah Kabupaten Pulang Pisau memiliki kewenangan untuk mengatur daerahnya sendiri.

Tujuan penelitian ini adalah untuk mengetahui Kinerja Keuangan Pemerintah Daerah Kabupaten Pulang Pisau Tahun 2013-2017 menurut perspektif ekonomi Islam. Metode pengumpulan data yang digunakan adalah Tinjauan Pustaka dan Penelitian Lapangan. Sedangkan metode analisis menggunakan metode deskriptif kuantitatif dengan menggunakan rasio keuangan dan berpedoman pada Al-Qur’an.

Kinerja Keuangan Pemerintah Daerah Kabupaten Pulang Pisau Tahun 2013-2017 menurut perspektif ekonomi Islam?, jika dilihat dari Rasio Kemandirian Keuangan Daerah tergolong sangat kurang (rata-rata 3,91% per tahun), Kabupaten Pulang Pisau masih bergantung pada Pemerintah pusat oleh karena itu menurut pandangan Islam perlu usaha yang sangat keras untuk meningkatkan kemandirian keuangan Kabupaten Pulang Pisau. Dilihat dari Rasio Efektivitas dan Efisiensi Pendapatan Asli Daerah diketahui bahwa efektivitas Kabupaten Pulang Pisau Tahun 2013-2017 sudah sangat efektif (rata-rata 108,92% pertahun) sedangkan efisiensi Pendapatan Asli Daerah Kabupaten Pulang Pisau Tahun 2013-2017 sudah sangat efisien (rata-rata 5,81% pertahun), menurut pandangan Islam untuk mempertahan dan meniningkatkan efektivitas dan efesiensi Pendapatan Asli Daerah perlu dibangun inisitaif masyarakat untuk ikut berperan dalam meningkatkan perekonomian di Kabupaten Pulang Pisau. Dilihat dari Rasio Aktivitas dari sisi Rasio Belanja Operasi tergolong baik yakni dengan nilai rasio antara 50%-100% atau dengan nilai rata-rata 61,39% per tahun sedangkan Rasio Belanja Modal tergolong tidak baik karena memiliki nilai rasio kurang dari 50% atau dengan nilai rata-rata pertahun sebesar 33,33%, menurut pandangan Islam pengelolaan keuangan daerah sangat diperlukan kejujuran dan keadilan untuk meraih keberhasilan dan keberkahan. Sedangkan dilihat dari Rasio Pertumbuhan Pendapatan Asli Daerah, Total Pendapatan, Total Belanja, Belanja Operasi, dan Belanja Modal, Kabupaten Pulang Pisau mengalami peningkatan dari tahun ke tahun dengan arti lain selama Tahun 2013-2017 terjadi pertumbuhan yang positif, namun pertumbuhan tersebut tergolong pertumbuhan rendah dengan nilai rata-rata untuk Pendapatan Asli Daerah tumbuh sebesar 14,41% per tahun, Total Pendapatan tumbuh sebesar 9,15% per tahun, Total Belanja tumbuh sebesar 11,30% pertahun, Belanja Operasi tumbuh sebesar 7,28% pertahun, dan Belanja Modal tumbuh sebesar 9,95% per tahun, menurut pandangan Islam untuk meningkatkan pertumbuhan dimaksud sangat diperlukan kreatifitas seperti ide, gagasan yang tinggi.

The purpose of this research was to determine the financial performance of Pulang Pisau District Government in 2013-2017 according to the Islamic economic perspective.
The data collection method used is a Literature Review and Field Research.
While the analysis method uses descriptive quantitative methods using financial ratios and guided by the holyQur'an.

Financial Performance of Pulang Pisau District Government in 2013-2017 according to the Islamic economic perspective, if seen from the Regional Financial Independence Ratio classified as very low (average 3.91% per year),Pulang Pisau District still relies on the central government, therefore according to the Islamic view, a very hard effort is needed to increase the financial independence of Pulang Pisau District. Viewed from the Effectiveness and Efficiency Ratio of Local Revenue it is known that the effectiveness of Pulang Pisau District in 2013-2017 has been very effective (an average of 108.92% per year) while the efficiency of the Pulang Pisau District Original Income for 2013-2017 has been very efficient (an average of 5.81% per year), according to the Islamic view to maintain and increase the effectiveness and efficiency of Regional Original Income needs to be built community initiatives to play a role in improving the economy in Pulang Pisau District. Whereas seen from the Regional Original Income Growth Ratio, Total Revenue, Total Expenditures, Operating Expenditures, and Capital Expenditures, Pulang Pisau Regency has increased from year to year with other meanings during 2013-2017 positive growth has occurred, but the growth is classified as low growth with an average value for Regional Original Income growing by 14.41% per year,
total Revenues grew by 9.15% per year, total expenditure grew by 11.30% per year, operating Expenditures grew by 7.28% per year, and Capital Expenditures grew by 9.95% per year, according to the Islamic view to increase growth, creativity is needed such as high ideas.
