Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi Permendikbud Nomor 17 Tahun 2017 tentang standar peserta didik jenjang SMP di Kecamatan Jekan Raya Kota Palangka Raya. Adapun latar belakang penelitian ini yaitu apakah SMP yang terdapat di Palangka Raya memenuhi standar peserta didik sesuai dengan Permendikbud Nomor 17 Tahun 2017. Implementasi Permendikbud Nomor 17 Tahun 2017 yang mengatur tentang standar rekrutmen peserta didik, standar seleksi peserta didik, standar penerimaan peserta didik dan pengelompokkan (Rombel) peserta didik.

Penelitian menggunakan pendekatan deskriptif kualitatif. Pengumpulan data yang dilakukan melalui wawancara, observasi, dan dokumentasi. Adapun analisis yang digunakan peneliti ialah reduksi data, penyajian data, dan kesimpulan. Subjek penelitian adalah Kepala Sekolah dan Wakil Kepala Sekolah Bidang Kesiswaan SMP yakni berjumlah 13 subjek di Kecamatan Jekan Raya. Pengabsahan data menggunakan triangulasi sumber dan triangulasi metode.

Hasil penelitian: 1. Sebanyak 11 sekolah SMP di Kecamatan Jekan Raya Kota Palangka Raya telah melaksanakan Permendikbud Nomor 17 Tahun 2017 terkait dengan standar rekrutmen; 2. Terdapat 3 sekolah yang menerapkan yakni SMPN 8, SMPN 9, SMPN 11 Palangka Raya dan terdapat 8 sekolah yang belum menerapkan permendikbud Nomor 17 Tahun 2017 tentang standar seleksi peserta didik jenjang SMP yakni SMPN 16, SMP Guppi, SMP Katolik Santa Maria, SMP Golden Chritian School, SMP Karya, SMP SMP Pancasila, SMP Islam Darussalam dan SMP Islam Terpadu Al-Ghazali Palangka Raya permendikbud Nomor 17 Tahun 2017 tentang standar seleksi peserta didik jenjang SMP; 3. Implmentasi penerimaan peserta didik jenjang SMP di Kecamatan Jekan Raya Palangka Raya menggunakan sistem daftar ulang, SMP Negeri menerapkan sistem daftar ulang dan untuk SMP swasta terdapat satu sekolah yang tidak menggunakan daftar ulang yakni SMP Katolik Santa Maria; 4. untuk jumlah rombongan belajar semua SMP di Kecamatan Jekan Raya sudah sesuai dengan Permendikbud Nomor 17 Tahun 2017 namun untuk jumlah siswa dalam satu rombel ada beberapa sekolah yang tidak sesuai dengan permendikbud Nomor 17 Tahun 2017 yakni sekolah tersebut adalah SMP Guppi, SMP Karya dan SMP Pancasila.

ABSTRACT

The research objectives were to describe the implementation of Minister of Education and Culture Regulation Number 17 of 2017 concerning the standards of junior high school students in Jekan Raya District, Palangka Raya City. The background of this research is whether the junior high schools in Palangka Raya meet the student standards in accordance with Permendikbud Number 17 of 2017. Implementation of Minister of Education and Culture Regulation Number 17 of 2017 which regulates student recruitment standards, student selection standards, student acceptance standards and student grouping.

This research uses a descriptive qualitative approach. Data collection is done through interviews, observation, and documentation. The analysis used by the researcher is data reduction, data presentation, and conclusions. The research subjects were the Principal and Deputy Principal for Junior High School Student Affairs, which amounted to 13 subjects in Jekan Raya District. Validation of data using source triangulation and method triangulation.

Research results: 1. A total of 11 junior high schools in Jekan Raya Subdistrict, Palangka Raya City have implemented of Minister of Education and Culture Regulation Number 17 of 2017 related to recruitment standards; 2. There are 3 schools that apply namely State junior high school 8, State junior high school 9, State junior high school 11 Palangka Raya and there are 8 schools that do not apply the Minister of Education and Culture Number 17 of 2017 concerning the selection standards for junior high school students namely State junior high school 16, Guppi Middle School, Santa Maria Catholic Middle School, Junior High School Golden Christian School, Karya Junior High School, Pancasila Junior High School, Darussalam Islamic Middle School and Al-Ghazali Integrated Islamic Junior High School Palangka Raya Minister of Education and Culture Regulation Number 17 of 2017 concerning the selection standards for junior high school students; 3. The implementation of admissions for junior high school students in Jekan Raya Palangka Raya District uses a re-registration system, public junior high schools apply a re-registration system and for private junior high schools there is one school that does not use re-registration, namely Santa Maria Catholic Junior High School; 4. For the number of study groups, all junior high schools in Jekan Raya District are in accordance with Minister of Education and Culture Regulation Number 17 of 2017 but for the number of students in one group there are several schools that are not in accordance with Minister of Education and Culture Regulation Number 17 of 2017, namely the Guppi Junior High School, Karya Junior High School and Pancasila Junior High School.
