Abstract

Penelitian ini dilakukan untuk mengidentifikasi dan menganalasis tentang prosedur dari diberikannya dana Bantuan Bagi Pelaku Usaha Mikro (BPUM), implementasi dari diberikannya dana Bantuan Bagi Pelaku Usaha Mikro (BPUM), serta dampak dari diberikannya dana Bantuan Bagi Pelaku Usaha Mikro (BPUM) di Desa Anjir Pulang Pisau.

Penelitian ini merupakan penelitian lapangan dengan menggunakan metode kualitatif deskriftif. Adapun informan dalam penelitian ini yaitu tim pengusul dana BPUM dan subjek adalah para penerima BPUM. Teknik pengumpulan data dalam penelitian ini yaitu observasi, wawancara dan dokumentasi. Teknik pengabsahan data menggunakan teknik triangulasi sumber, kemudian dianalisis melalui tahapan data collection, data reduction, data display dan conclusion drawing.

Hasil penelitian ini menunjukan bahwa tahapan prosedur pemberian dana BPUM di Desa Anjir Pulang Pisau yaitu tim pengusul akan terlebih dahulu melakukan cek validasi dokumen jika tahapan tersebut telah dilakukan baru lah tim pengusul mengusulkan berkas calon penerima tersebut. Proses implementasi penyerahan BPUM yang diberikan melalui program pemerintah PEN (Pemulihan Ekonomi Nasional) tersebut dilakukan dengan cara mentransfer ke rekening penerima BPUM masing-masing yang mana telah ditetapkan sebagai penerima BPUM. Dengan adanya BPUM tersebut telah mampu menunjang usaha mikro bagi penerima BPUM. Namun, masih belum mampu sepenuhnya meningkatkan kesejahteraan ekonomi para penerima BPUM secara maksimal.Dampak penyaluran dana BPUM di Desa Anjir Pulang Pisau berdampak positif bagi pelaku usaha mikro khususnya bagi penerima BPUM, para penerima BPUM merasa terbantu dengan adanya BPUM sehingga para penerima BPUM dapat mempertahankan usahanya dan menambah modal usaha untuk menunjang usaha penerima BPUM.

ABSTRACT

This research was conducted to identify and analyze the procedures for the granting of Aid for Micro Business Actors (BPUM), the implementation of the granting of Assistance for Micro Business Actors (BPUM), and the impact of the granting of Aid funds for Micro Business Actors (BPUM) in the Village. Anjir Pulang Pisau.

This research is a field research using descriptive qualitative method. The subjects in this study were the BPUM fund proposer team and the informants were BPUM recipients. Data collection techniques in this study are observation, interviews and documentation. The data validation technique used a source triangulation technique, then analyzed through the stages of data collection, data reduction, data display and conclusion drawing.

The results of this study indicate that the stages of the procedure for providing BPUM funds in Anjir Pulang Pisau Village, namely the proposer team would first check the files of the proposers who want to register their business, check the location of the business owner to see the prospective recipient's business if these stages have been carried out then the team the proposer, proposes the file of the prospective recipient. The process of implementing the submission of BPUM which was given through the government program PEN (National Economic Recovery) is carried out by transferring to the account of each BPUM recipient which has been designated as the recipient of BPUM. With the existence of this BPUM, it has been able to support micro-enterprises for the recipients of this BPUM. However, it is still not able to fully improve the economic welfare of BPUM recipients to the fullest. The impact of providing BPUM funds in Anjir Pulang Pisau Village has a positive impact on micro business actors, especially for BPUM recipients, BPUM recipients feel helped by the existence of BPUM so that BPUM recipients can maintain their business and increase business capital to support the business of BPUM recipients.
