Abstract
Penelitian ini dilatarbelakangi atas apa yang terjadi di Terminal W. A. Gara Kota Palangka Raya, terminal ini terbilang sudah cukup bagus, dengan fasilitas pendukung cukup lengkap, namun keadaan terminal tersebut sepi dari penumpang dan angkutan serta terkesan lengang. Penelitian ini berupaya untuk mengkaji (1) Bagaimana problematika pengelolaan terminal W.A. Gara kota Palangka Raya? (2) Bagaimana solusi terhadap problematika pengelolaan terminal W.A. Gara kota Palangka Raya?.
Penelitian ini merupakan penelitian lapangan dengan menggunakan metode kualitatif. Adapun subjek dalam penelitian ini adalah tiga orang pengelola terminal dan lima penumpang sebagai informan, sedangkan objeknya yaitu problematika pengelola Terminal W.A Gara. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi, kemudian dianalisis melalui tahapan pengumpulan data, reduksi data, penyajian data, dan kesimpulan.
Temuan penelitian ini menunjukkan bahwa problematika pengelolaan terminal W. A. Gara yaitu: Masih minimnya pelayanan angkutan lanjutan yang melayani rute terminal menuju kota. Lokasi Terminal yang cukup jauh dari pusat kota. Masih sedikitnya jumlah perusahaan angkutan umum bus yang beroperasi di Provinsi Kal-Teng, hal tersebut dipengaruhi oleh jumlah permintaan angkutan umum yang masih sedikit, serta kawasan sekitar terminal masih dikategorikan sepi dan belum termanfaatkan dengan baik sehingga mengurangi minat masyarakat ke terminal, masih adanya perusahaan bus yang menaik-turunkan penumpang di POnya sendiri. Adapun beberapa solusi atas problematika tersebut, diantaranya melakukan rapat koordinasi antara BPTD Wilayah Kal-Teng dan terminal dengan Dinas Pehubungan mengenai penyediaan fasilitas angkutan lanjutan, melakukan terobosan terkait pemanfaatan terminal, mengumpulkan perwakilan tiap PO untuk diadakan rapat mengenai aturan yang berlaku serta memberikan sanksi kepada PO yang melanggar aturan.
ABSTRACT
This research is based on what happens at Terminal W. A. Gara in Palangka Raya. This terminal is considered good and completed with adequate supporting facilities. However, it lacks passengers and transportation, and it also seems vacant. Therefore, this study seeks to examine (1) the problems of W. A. Gara Terminal management in Palangka Raya and (2) the solutions to the problem of managing the W. A. terminal in Palangka Raya.
This study was field research using qualitative methods. The subjects were three terminal managers and five passengers as informants, and the object was the problems of W. A. Gara Terminal management. Data collection techniques used in this study were observation, interviews, and documentation, which were then analyzed through data collection, data reduction, data presentation, and conclusions.
The findings show several problems with the W. A. Gara Terminal management. First, there is still a lack of connecting transportation services that serve the terminal route to the city. Second, the terminal's location is relatively far from the city center. Third, there is a small number of bus-operating companies in Central Kalimantan Province, which is influenced by the lack of demand for public transportation. Next, the area around the terminal is still categorized as vacant, and the terminal has not been appropriately utilized, reducing public interest in using the terminal. Lastly, some bus companies also pick up and drop off the passengers at their bus company (Perusahaan Otobus/PO), and not at the terminal. Several solutions to these problems include conducting a coordination meeting between BPTD Central Kalimantan Region, the terminal, and the Department of Transportation concerning the provision of connecting transportation facilities. Other solutions are making breakthroughs related to terminal utilization, gathering the representatives of each PO to hold a meeting regarding the applicable rules, and imposing sanctions on POs that break the rules.
