Abstract

Merekrut kepala sekolah yang baik dan berkualitas merupakan langkah pertama yang mencerminkan berhasil atau tidaknya suatu sekolah itu sendiri, diperlukan ketelitian pada tahap-tahap awal rekrutmen terutama dalam hal membuat spesifikasi pekerjaan untuk membantu mendapatkan kepala sekolah yang kredibel, kualitas dan kemampuan yang sudah ditetapkan oleh pemerintah dalam Permendiknas nomor 13 tahun 2007 tentang standar kepala sekolah/madrasah.Lembaga yang menangganinya, yaitu Disdikbud selaku penyeleksi administrasi dan LPMP selaku penyeleksi akademik dan pelaksana Diklat.
Rumusan Masalah dalam penelitian ini adalah (1) Bagaimana pelaksanaan rekrutmen cakep di kota Palangka Raya?; (2) Apa saja kendala dalam rekrutmen cakep di Kota Palangka Raya?. Adapun tujuan dalam penelitian ini adalah mendiskripsikan dan menganalisis (1) Pelaksanaan rekrutmen cakep di kota Palangka Raya; (2) Kendala dalam rekrutmen cakep di kota Palangka Raya.
Metode penelitian yang digunakan adalah deskriptif kualitatif. Penentuan responden dalam penelitian ini menggunakan Purposive Sampling. Responden penelitian yaitu Disdikbud dan LPMP serta informan adalah calon kepala sekolah.Teknik pengumpulan data melalui wawancaradan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, penarikan kesimpulan atau verifikasi. Pengecekan keabsahan data melalui kredibilitas, transferabilitas, dependabilitas, dan konfirmabilitas.
Hasil penelitian menunjukkan bahwa (1) Pelaksanaan rekrutmen calon kepala sekolah di Palangka Raya dilaksanakan oleh dua lembaga, yaitu Disdikbud dan LPMP, meliputi: (a) Perencanaan dibentuk tim pada rakor prodef; (b) Pengorganisasian menentukan tim rekrutmen; (c) Pelaksanaan oleh Disdikbudyaaitu seleksi administrasi sedangkan LPMP dalam seleksi akademik dan pendidikan dan pelatihan (Diklat) d) pengawasan dilakukan oleh masing-masing lembaga,(2) Kendala-kendala manajemen rekrutmen calon kepala sekolah di Palangka Raya yaitu (a) kendala internal, masih ada cakep yangtidak menguasai teknologi, seleksi administrasi, surat edaran yang subjektif, dana. (b) kendala eksternal adanya miss communication antara Disdikbud dan LPMP yang disebabkan oleh kurang koordinasi dan calon kepala sekolah yang telah lulus seleksi administrasi dan akademik tidak dapat langsung dinyatakan lulus sehingga perlu adanya rangking demi objektivitas, meskipun praktiknya di lapangan masih ada campur tangan pemerintah setempat

Recruiting the good and quality of principal is the first step that reflects the success or failure of a school itself, the required accuracy in the early stages of recruitment, especially in terms of making the job specification to help get the principal credible, quality and capabilities that have been set by the government in Permendiknas number 13 of 2007 on standard principals / madrasah. The Handling institutions, namely Disdikbud as selectors administration and LPMP as selectors academic and executive Training.
The problem in this study were (1) How is the implementation of recruiting candidates for principals in Palangka Raya? (2) What are the constraints of recruiting candidates for the principal's management in Palangka Raya?. The purpose of this study is to describe and analyze (1) The recruitment candidate in Palangkaraya; (2) Constraints in the recruitment candidate in Palangka Raya.
The method used is descriptive qualitative. Determination of the respondents in this study using Purposive Sampling. Respondents are Disdikbud and LPMP and informants are candidates for principal. Data collection through interviews and documentation. Data analysis techniques used are data reduction, data presentation, drawing conclusions or verification. Checking the validity of the data through credibility, transferability, dependability, and confirmability.
The results showed that (1) The recruitment of prospective principals in Palangkaraya carried out by the two institutions, namely Disdikbud and LPMP, such as: (a) planning team was formed in rakor prodef; (b) Organizing determine recruitment team; (c) Implementation by Disdikbud only in so selection and administration while LPMP in academic selection and education and training (Training) d) monitoring conducted by each institution, (3) Constraints management of recruiting candidates for principals in Palangkaraya, namely (a) constraints Internally, there are saucy yangtidak master the technology, selection and administration, subjective circular, funds. (b) external constraints for a miss communication between Disdikbud and LPMP caused by lack of coordination over and aspiring principals who have passed the administrative selection and academic cannot be directly passed so that the need for rankings for the sake of objectivity, although practice in the field is still involved local goverment.
