Abstract

Pelabuhan Segintung adalah pelabuhan samudera pertama yang ada di Kalimantan Tengah, yang katanya langsung menghadap Pulau Jawa atau berada di pesisir laut Jawa. Pelabuhan ini berjarak relative lebih dekat dengan pelabuhan-pelabuhan di Pulau Jawa. Kondisi ini bisa membuat biaya angkut lebih murah, cepat, dan efesien. Penelitian ini bertujuan untuk mengetahui peran dan fungsi Pelabuhan Segintung terhadap kondisi ekonomi masyarakat di Kecamatan Seruyan Hilir dan dampak ekonomi yang dirasakan masyarakat tersebut setelah adanya Pelabuhan Segintung.

Penelitian ini merupakan penelitian lapangan dengan menggunakan metode penelitian kualitatif. Subjek dari penelitian ini adalah Kepala Dinas Kesyahbandaran dan Otoritas Pelabuhan Kelas V Kuala Pembuang dan 4 masyarakat yang tinggal di Kecamatan Seruyan Hilir yang berprofesi seperti nelayan, Tkbm (tenaga kerja buruh angkut) pelabuhan, pedagang sembako, dan pedagang sekitaran Pelabuhan. Teknik pengumpulan data dalam penelitian ini menggunakan teknik observasi, wawancara dan dokumentasi. Pengabsahan data menggunakan teknik triangulasi sumber, yaitu dengan cara membandingkan hasil data yang diperoleh dari beberapa metode pengumpulan data yang dilakukan. Kemudian data tersebut dianalisis dengan empat alur, yaitu pengumpulan data, reduksi data, penyajian data dan menarik kesimpulan.

Hasil penelitian menunjukan bahwa Peran dan fungsi Pelabuhan Segintung terhandap kondisi ekonomi masyarakat di Kecamatan Seruyan Hilir sangat berpengaruh terutama dari segi perekonomian masyarakat di Kecamatan Seruyan Hilir. Pelabuhan Segintung merupakan salah satu tempat Kegiatan Perekonomian yang ada di Kecamatan Seruyan Hilir yang mana pelabuhan segintung sebagai pintu gerbang masuknya baranng dari luar provinsi dan luar pulau yang menyebabkan pendistribusian barang menjadi efektif dan efesien. Dampak positif juga dirasakan oleh masyarakat di Kecamatan Seruyan hilir dari berbagai aspek seperti pendapatan yang meningkat, penyerapan tenaga kerja yang dirasakan masyarakat, peluang usaha yang kian besar, pendidikan yang dan kesehatan yang mudah didapat, dan pembangunan infrastruktur yang cukup memadai.

ABSTRACT

Basically, a port is one of the determining elements of trading activity in a region. Segintung Port is the first ocean port in Central Kalimantan. The port directly faces Java Island or is on the coast of the Java Sea. This port, does not depend on the tides of the river, because it is on the shoreline of the Java sea, so that ships usually dock at any time, because Segintung Port is relatively close to ports on the island of Java. This condition can make transportation costs cheaper, faster and more efficient. This study aims to determine the role and function of Segintung Port on the economic conditions of the community in Seruyan Hilir District and the economic impact felt by the community in Seruyan Hilir District, Seruyan Regency after the existence of Segintung Port.

This research is a field research using qualitative research methods. The subjects of this study were the Head of the Class V Port Authority and Port Authority Office of Kuala Pembuang and 4 (people) who live in Seruyan Hilir District and work as fishermen, Tkbm (transport laborers) at the port, groceries traders, and traders around the port. Data collection techniques in this study using observation, interview and documentation techniques. The data validation used the source triangulation technique, namely by comparing the results of the data obtained from several data collection methods carried out. Then the data is analyzed with four lines, namely data collection, data reduction, data presentation and drawing conclusions.

The results showed that the role and function of the Segintung Port in relation to the economic conditions of the people in the Lower Excursion District were very influential, especially in terms of the economy of the people in the Lower Excursion District. Segintung Port is one of the places for economic activity in Seruyan Hilir District, where the Segintung port is the gateway for the entry of goods from outside the province and outside the island which causes the distribution of goods to be effective and efficient. The community in Seruyan downstream sub-district has also had a positive impact from various aspects such as increased income, increased employment for the community, greater business opportunities, easy education and health, and adequate infrastructure development.
