Abstract

Unit pelayanan subbagian Akademik dan Kemahasiswaan STAIN Palangka Raya adalah salah satu sebagai penjamin mutu di Perguruan Tinggi STAIN Palangka Raya. Artinya Pelayanan subbagian Akademik dan Kemahasiswaan adalah penting. Banyak pembicaraan di kalangan mahasiswa tentang kinerja dari subbagian Akademik dan Kemahasiswaan STAIN Palangka Raya.

Adapun yang menjadi rumusan masalahnya adalah bagaimana persepsi mahasiswa terhadap pelayanan Subbagian Akademik dan Kemahasiswaan STAIN Palangka Raya, yang meliputi layanan: pembuatan KTM, pembuatan KPP, pembuatan KHP, pembuatan surat (keterangan aktif kuliah, izin observasi, izin penelitian), dan legalisir atau pengesahan dokumen. Tujuan penelitian adalah untuk mendeskripsikan persepsi mahasiswa terhadap pelayanan Subbagian Akademik dan Kemahasiswaan STAIN Palangka Raya, yang meliputi layanan: pembuatan KTM, pembuatan KPP, pembuatan KHP, pembuatan surat (keterangan aktif kuliah, izin observasi, izin penelitian), dan legalisir atau pengesahan dokumen.

Metode penelitian ini menggunakan pendekatan kuantitatif jenis deskriptif. Waktu penelitian selama 2 bulan yaitu dari tanggal 6 Februari 2012 s/d 6 April 2012. Pengumpulan data menggunakan teknik observasi, angket, wawancara dan dokumentasi. Populasi dalam penelitian ini adalah mahasiswa reguler tahun akademik 2007/2008 dan 2008/2009. Penentuan sampel dengan menggunakan teknik sampel acak berlapis (stratified random sampling). Sampel berjumlah 53 orang.

Hasil penelitian menunjukkan bahwa: Persepsi mahasiswa terhadap pelayanan subbag. Mikwa STAIN Palangka Raya, yang meliputi layanan: pembuatan KTM yaitu cukup baik dan mudah, tetapi prosesnya lambat. Waktu pendaftaran KPP yaitu 5 hari sebelum aktif kuliah, dinilai baik dan cukup mudah, tetapi kadang pendaftaran tidak sesuai dengan penjadwalan. Pembuatan KHP yaitu baik, mudah, tapi prosesnya lambat, serta kadang waktu pengambilan tidak sesuai dengan penjadwalan dan terdapat kekurangan yaitu tidak terdaftarnya nilai beberapa hasil perkuliahan pada KHP. Pembuatan surat keterangan aktif kuliah yaitu baik, mudah, tapi prosesnya lambat, antara 1-2 hari. Pembuatan surat izin observasi yaitu baik, mudah, tapi prosesnya lambat, dan kadang waktu pengambilan surat tidak sesuai dengan jadwal pengambilan yang diinformasikan, antara 3-4 hari. Pembuatan surat izin penelitian yaitu baik, mudah, tapi prosesnya lambat, dan kadang ada kesalahan dari beberapa petugas subbag. Mikwa yaitu kesalahan dalam pengetikan isi surat serta waktu pengambilan kadang tidak sesuai dengan penjadwalan, antara 3-4 hari, bahkan kadang ada yang sampai 10 hari. Layanan legalisir atau pengesahan dokumen yaitu baik, mudah, tapi prosesnya lambat, waktu legalisir 2 hari.

ABSTRACT

The Academics and Students Sub-Department is one of department that is responsible for the quality assurance at STAIN Palangka Raya. This means that the services that are provided by The Academics and Students Sub-Department are important. There are many discussions about the performance of The Academics and Students Sub-Department.

The problem of the study are how are the perceptions of the students toward the services that are provided by The Academics and Students Sub-Department of STAIN Palangka Raya which include the making of KTM, KPP, KHP, (the letter of the statement of the activeness in following the lecture, the permission for observation, the permission for research) and legalization of document. The objectives of the study are to describe: The perceptions of the students toward the services that are provided by The Academics and Students Sub-Derpartment, which include the making of KTM, KPP, KHP, (the letter of the statement of the activeness in following the lecture, the letter of permission for observation, the letter of permission for research) and legalization of document.

The study uses quantitative descriptive approach. The study is conducted for two months: from February to April 2012. The data are collected through observation, questionnaire, interview, and documentation. The population of the study are the students in 2007/2008 Academic Year and 2008/2009 Academic Year. The samples are determined by using stratified random sampling. The sample consist of 53 students.

The study indicated that: the perceptions of the students toward the services that are provided by The Academics and Students Sub-Department are the services that are provided by The Academics and Students Sub-Department of STAIN Palangka Raya in term of making KTM is good and easy. However, the process is slow. The time for registration of KPP, namely, five days, is considered to be good and easy. However, the registration is not in line with the schedule. The making of KHP is good and easy but the process is slow. Sometimes the time for taking it is not based on the schedule, and there is a weakness, some result of the study are not listed in KHP. The making of the letter of the statement of the activeness in following the lecture is good and easy but the process is slow which needs one two days. The making of the letter permission for observation is good and easy but the process is slow. Sometimes the time needed for taking it is not in line with the schedule as being informed. It takes 3-4 days. The making of letter of permission for research is good and easy but the process is slow but there are some mistakes from some officers at the Academics and Students Sub-Department. The mistakes include the typing of the content of the letter and the time needed for taking is 3-4 days and even 10 days. It is not in line with the schedule. The service for legalization is good and easy but the process is slow and the time need for legalitation is 2 days.
