Abstract

This research was motivated by the emergence of the Covid-19 pandemic whose spread of the virus quickly spread and the number of exposures continues to grow. Because of these additions, policies issued by the central and local governments are needed, there are 3 focus problems, namely the regulations made by the Palangka Raya city government in handling Covid-19, the implementation of Covid-19 handling regulations in Palangka Raya city, problems and solutions to the implementation of Covid-19 handling regulations in Palangka Raya city. The type in this research is empirical law with a qualitative research approach. The results of this study showed that the Government of Palangka Raya City made several regulations that are an extension of the central government. In its application, the Palangka Raya City government established a task force in order to optimize the implementation of regulations, but the lack of awareness level led to frequent violations committed by the people of Palangka Raya City. In response, the task force imposed sanctions that include verbal sanctions, social sanctions and administrative sanctions. Direct field supervision such as
judicial operations and patrols are also carried out to educate the public about preventing the rate of Covid-19 transmission. In addition, there are obstacles faced by the government as the executor of policies and the community as legal subjects in it. Therefore, interviews were conducted to find solutions related to obstacles in the implementation of regulations and people with affected jobs in the land transportation sector.
