Abstract

Sarana dan prasarana pendidikan di SMP Negeri 1 Sampit lebih lengkap dari sekolah lain di Kabupaten Kotawaringin Timur. Sarana dan prasarana yang tersedia, yaitu ruang kepala sekolah, ruang kelas, ruang tamu, ruang bendahara, ruang guru, ruang administrasi, laboratorium IPA, laboratorium computer, laboratorium bahasa, perpustakaan, ruang serbaguna, lapangan, fasilitas keagamaan dan ruang ibadah, fasilitas seni dan budaya, lapangan upacara, kantin, ruang uks, ruang BK, pos keamanan, rumah penjaga sekolah, wc guru, wc siswa dan menara air. Seluruh sarana dan prasarana tersebut secara umum telah memenuhi standar sarana dan prasarana sesuai Standar Nasional Pendidikan. Pemenuhan standar itu dilakukan dengan menggunakan aturan dalam manual prosedur yang ada pada Sistem Penjaminan Mutu Internal (SPMI).

Rumusan masalah dalam penelitian ini, petama bagaimana implementasi manual prosedur standar sarana dan prasarana. Kedua, bagaimana Implementasi standar operasional prosedur sarana dan prasarana di SMP Negeri 1 Sampit.

Metode penelitian yang digunakan di dalam penelitian ini adalah metode kualitatif. Subjek penelitian ini adalah Kepala SMP Negeri 1 Sampit. Informan adalah ketua Tim Penjaminan Mutu Pendidikan Sekolah (TPMPS), koodinator sarana prasarana dalam TPMPS dan satu orang PTK pengguna sarana dan prasarana. Teknik pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Teknik pemeriksaan keabsahan data dilakukan dengan cara ketekukanan pengamatan, triangulasi, pemeriksaan pada teman sejawat dan pengecekan anggota. Analisis data yang digunakan yaitu induktif.

Hasil analisis menunjukkan, pertama implementasi manual prosedur di SMP Negeri 1 Sampit sudah sesuai dengan petunjuk pelaksanaan SPMI Dikdasmen dan membantu penjaminan mutu sarana dan prasarana. Dengan manual prosedur penjamin mutu sarana prasarana menjadi terarah. Karena di dalam manual prosedur itulah, sarana dan prasarana dengan kualitas dan kuantitasnya disebutkan harus seperti apa dipenuhi. Kedua, SMP Negeri 1 Sampit dan TPMPS sama sekali tidak membuat SOP. TPMPS bekerja berpegangan kepada manual prosedur dan aturan dari pemerintah pusat, tanpa SOP.

Abstract

The educational facilities and infrastructure of SMP Negeri 1 Sampit are more complete than other schools in East Kotawaringin Regency. The available facilities and infrastructure are the principal’s room, classroom, living room,treasure’s room, teacher’s room, administration room, science laboratoty, computer laboratory, language laboratory, library, multipurpose room, field, religious facilities and praying room, art and culture facilities, ceremonial field, canteen, UKS room, BK room, security post, school guard house teacher’s toilet, student’s toilet and water tower. All of these facilities and infrastructer generally have fulfilled the standards of facilities and infrastructures that appropriate with the national education standards. Fullfilment of that standard is done by using the rules in the procedure manual in the internal quality assurance system (SPMI).

The problem formulation in this research, first, how is manual impelementation of standard procedure for facilities and infrastructure. Second, how is implementation of standard operational procedure for facilities and infrastructure at SMP Negeri 1 Sampit.

The research method used in this researh is qualitative method the subject of this research is the principal of SMP Negeri 1 Sampit, The informant is head of the school education quality assurance team (TPMPS), the coordinator of facilities and infrastructure. Data collection technique using observation technique, interview and documentation data validity checking technique is done by persistance of observation, triangulation, peer examination, and member checking. The data analysis used is inductive.

The results of the analysis show, first, implementation of the procedure manual at SMP Negeri 1 Sampit is appropriate with the SPMI Dikdasmen implementation instructions and assists quality assurance for facilities and infrastructures with the procedure manual for the quality assurance of facilities and infrastructures to be directed. Because of procedure manual, the quality and quantity of facilities and infrastructure mentioned should be fulfilled. Second, SMP Negeri 1 Sampit and TPMPS do not make SOP at all. TPMPS works by adhering to the procedure manual and rules from the central goverment, without SOP.
