Abstract

Lembaga Penyelenggaraan Pelayanan Navigasi Penerbangan Indonesia (LPPNPI) atau disebut AirNav Indonesia adalah BUMN (Badan Usaha Milik Negara) Indonesia yang bergerak dibidang usaha pelayanan navigasi udara yang mana pada Perum LPPNPI (Lembaga Penyelenggaraan Pelayanan Navigasi Penerbangan Indonesia) menggunakan key performance indicator sebagai alat pengukuran kinerja pada perusahaan. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis (1) Sistem key performance indicator sebagai manajemen strategis bagi LPPNPI (2) Implementasi key performance indicator pada kinerja Perum LPPNPI cabang Palangka Raya.

Penelitian ini merupakan penelitian lapangan dengan menggunakan metode kualitatif. Adapun subjek dalam penelitian ini adalah General Manager, Manager di Perum LPPNPI (Lembaga Penyelenggaraan Pelayanan Navigasi Penerbangan Indonesia) cabang Palangka Raya dan Manager Maskapai Lion Air serta karyawan maskapai Batik Air. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi, kemudian dianalisis melalui tahapan data collection, data reduction, data display,dan conclution.

Hasil penelitian ini menunjukkan bahwa (1) sistem key performance indicator sebagai manajemen strategi di Perum LPPNPI memiliki 6 indikator dan masing-masing indikator memiliki kamus pengkuran seperti Keuangan dan pasar dengan kamus pengukuran, collection period, BOPO, Ebtida Margin; Pelanggan dengan kamus pengukuran seperti kesiapan pelayanan navigasi penerbangan diatas Natuna, departure dan arrival punctuality; Efektifitas produk dan proses dengan kamus pengukuran seperti percebtage of flight procedure, penyerapan investasi; fokus tenaga kerja dengan kamus pengukuran seperti kepuasan tenaga kerja, integrated talent management system; Kepemimpinan, tata kelola, dan tanggung jawab kemasyarakatan dengan kamus pengukuran seperti nilai GCG dan nilai KPU, efektifitas penyaluran PKBL; Agen of development dengan kamus pengukuran seperti implementasi sinergi BUMN, dan penugasan pemerintah. (2) Pengimplementasian key performance indicator pada Perum LPPNPI sudah sesuai dengan target dan syarat pengukuran kinerja diperusahaan.

ABSTRACT

The Indonesian Aviation Navigation Service Provider Agency (LPPNPI) or called AirNav Indonesia is an Indonesian State-Owned Enterprise (BUMN) engaged in the air navigation service business, which in Perum LPPNPI (Indonesian Aviation Navigation Service Provider Agency) uses a key performance indicator as a performance measurement tool. at the company. The purpose of this study is to describe and analyze (1) key performance indicator system as strategic management for the LPPNPI (2) Implementation of key performance indicators on the performance of Perum LPPNPI Palangka Raya branch.

This research is a field research using qualitative methods. The subjects in this study were the General Manager, Manager at Perum LPPNPI (Indonesian aviation navigation service provider agency) Palangka Raya branch and Lion Air Airline Manager and Batik Air airline employees. Data collection techniques in this study were observation, interviews and documentation, then analyzed through the stages of data collection, data reduction, data display, and conclusion.

The results of this study indicate that (1) the key performance indicator system as strategic management in Perum LPPNPI has 6 indicators and each indicator has a measurement dictionary such as finance and markets with measurement dictionaries, collection period, BOPO, Ebtida Margin; Customers with a dictionary of measurements such as the readiness of flight navigation services over Natuna, departure and arrival punctuality; Product and process effectiveness with a dictionary of measurements such as percebtage of flight procedure, investment absorption; focus on workforce with measurement dictionaries such as workforce satisfaction, integrated talent management system; Leadership, governance, and social responsibility with a dictionary of measurements such as the value of GCG and the value of the KPU, the effectiveness of PKBL distribution; Agent of development with a measurement dictionary such as the implementation of BUMN synergy, and government assignments. (2) The implementation of key performance indicators at Perum LPPNPI is in accordance with the targets and performance measurement requirements in the company.
