Abstract

Penelitian ini dilatarbelakangi oleh data yang ditemukan penulis bahwa terjadi naik turunnya tingkat partisipasi masyarakat Kalimantan Tengah pada pemilihan Gubernur dan Wakil Gubernur tahun 2005-2020. Adapun rumusan masalahnya adalah (1) Bagaimana tingkat partisipasi masyarakat Kalimantan Tengah pada tahun 2005-2020 ?(2) Apa saja faktor-faktor penyebab turunnya partisipasi pemilih dalam pemilihan Gubernur Kalimantan Tengah pada tahun 2005-2020? (3) Apa saja upaya yang dilakukan KPU Provinsi Kalimantan Tengah untuk meningkatkan partisipasi publik pada pemilihan Gubernur Kalimantan Tengah pada tahun 2020?
Penelitian ini menggunakan pendekatan kualitatif, data penelitian ini dihimpun dengan metode observasi, wawancara dan dokumentasi.

Hasil penelitian (1) Tingkat partisipasi masyarakat Kalimantan Tengah pada tahun 2005 adalah 63,20%, pada tahun 2010 adalah 54%, pada tahun 2015 adalah 52,27%, pada tahun 2020 adalah 61,15%. (2) Faktor-faktor yang menyebabkan turunnya partispasi masyarakat dibagi menjadi dua: Pertama faktor hukum adalah faktor pindah domisili, faktor pindah tugas belajar atau menuntut ilmu dikota lain, faktor tidak memiliki KTP-elektronik dan faktor non hukum adalah faktor pasangan calon, faktor alam dan non alam, faktor kurangnya sosialisasi, dan faktor ekonomi. (3) Upaya yang dilakukan KPU dalam meningkatkan partisipasi masyarakat pada pemilihan Gubernur dan Wakil Gubernur Kalimantan Tengah 2020 terbagi menjadi 2 yaitu : pertama, sosialisasi melalui media langsung dan tidak langsung dan kedua, sosialisasi melalui media cetak dan elektronik

ABSTRACT

This research is motivated by data found by the author that there has been an ups and downs in the level of participation of the people of Central Kalimantan in the election of Governor and Deputy Governor in 2005-2020. The formulation of the problem is (1) What is the level of participation of the people of Central Kalimantan in 2005-2020? (2) What are the factors causing the decline in voter participation in the election of the Governor of Central Kalimantan in 2005-2020? (3) What are the efforts made by the KPU of Central Kalimantan Province to increase public participation in the election of the Governor of Central Kalimantan in 2020?

This study uses a qualitative approach, the research data was collected by using the methods of observation, interviews and documentation.

The results of the study (1) The participation rate of the people of Central Kalimantan in 2005 was 63.20%, in 2010 was 54%, in 2015 was 52.27%, in 2020 was 61.15%. (2) The factors that cause the decline in community participation are divided into two: First, the legal factor is the factor of changing domicile, the factor of changing the task of studying or studying in another city, the factor of not having an elektronic-KTP and the non-legal factor is the factor of candidate pairs, natural factors and non-natural, lack of socialization, and economic factors. (3) The efforts made by the KPU in increasing public participation in the 2020 Central Kalimantan Governor and Deputy Governor elections are divided into 2, namely: first, socialization through direct and indirect media and second, socialization through print and electronic media
