Abstract
TEP (Test of English Proficiency) adalah progam tes bahasa inggris yang dilaksanakan oleh UPT Pengembangan Bahasa IAIN Palangka Raya guna memberikan kemudahan kepada mahasiswa tingkat akhir untuk mengikuti kegiatan TEP dalam memperoleh sertifikat TEP. Diketahui terlihat dari fakta di lapangan banyaknya jumlah mahasiswa yang mendaftar tes di tahun 2020 yaitu 760 orang, sedangkan yang lulus hanya berjumlah 97 orang. Bahwa masih banyak mahasiswa yang belum memenuhi standar skor. Meskipun pihak pengelola telah memberikan pelatihan dan modul soal kepada mahasiswa sebagai bentuk pelayanan dari program TEP. Beberapa faktor kemungkinan yang mengakibatkan adanya permasalahan tersebut.
Rumusan masalah dalam penelitian ini adalah (1) Bagaimana perencanaan pada program TEP di UPT Pengembangan Bahasa IAIN Palangka Raya? (2) Bagaimana pengorganisasian pada program TEP di UPT Pengembangan Bahasa IAIN Palangka Raya? (3) Bagaimana pelaksanaan pada program TEP di UPT Pengembangan Bahasa IAIN Palangka Raya? (4) Bagaimana pengawasan pelaksanaan pada program TEP di UPT Pengembangan Bahasa IAIN Palangka Raya?
Penelitian ini menggunakan jenis kualitatif, dengan subjek informan Kepala UPTPB, staff-staff, dan Peserta yang mengikuti tes TEP peneliti memaparkan data penelitian yang didapat dilapangan berhubungan dengan manajemen program TEP untuk mendapatkan data sesuai dengan penelitian, Teknik Pengumpulan data yang digunakan adalah hasil; observasi, wawancara, dan dokumentasi. Pengabsahan data tringulasi dengan analisis data memiliki hasil Data Reduction, Data Display, dan Conclusion Drawing.
Hasil penelitian bahwa program TEP pada UPT Pengembangan Bahasa IAIN Palangka Raya dengan proses perencanaan kegiatan memiliki serangkaian sebagai acuan yaitu; maksud dan tujuan kegiatan dilakukan, sasaran kegiatan, alasan dilaksanakannya kegiatan, waktu pelaksanaan tes, pelaksanaan, dan strategi pencapaian keluaran kegiatan. Pengorganisasian yang dilakukan dalam program layanan TEP pada UPT Pengembangan Bahasa adalah keputusan yang diberikan oleh Rektor IAIN Palangka Raya yang menetapkan kepanitiaan yang terdiri dari penanggung jawab, ketua dan sekretaris serta pengawas dan korektor. Pelaksanaan yang dilakukan dalam program layanan TEP dibuat menjadi 2 bagian yaitu; 1) Pelaksanaan penyelenggaraan kegiatan TEP, dan 2) Pelaksanaan kegiatan tes TEP. Pengawasan Pelaksanaan Program TEP adanya laporan kegiatan yang tiap tahunya di laporkan dari Kepala UPTPB kepada Wakil Rektor Akademik dan Pengembangan Lembaga serta Rektor IAIN Palangka Raya.
ABSTRACT
TEP (Test of English Proficiency) is an English language test program implemented by the Language Development Unit of IAIN Palangka Raya to provide convenience for final level students to participate in TEP activities in obtaining a TEP certificate. It was known that it can be seen from the facts in the field that the number of students registered for the test in 2020 was 760, while only 97 people have passed. That there were still many students who did not meet the standard score. Although the management has provided training and question modules to students as a form of service from the TEP program. Several factors may have contributed to this problem.
The formulation of the problems in this study are (1) How is the planning for the TEP program at the IAIN Palangka Raya Language Development Unit? (2) How is the organization in the TEP program of the UPT Language Development IAIN Palangka Raya? (3) How is the implementation of the TEP program at the UPT Language Development IAIN Palangka Raya? (4) How is the supervision of the implementation of the TEP program at the UPT Language Development IAIN Palangka Raya?
This study used a descriptive qualitative type, with the subject informants were the Head of UPTPB, staff, and participants who took the TEP test. The researcher explained that the data obtained in the field were related to the management of the TEP program to obtain data in accordance with the research. The data collection techniques used were the results; observation, interview, and documentation. Validation of triangulation data with data analysis has the results of Data Reduction, Data Display, and Conclusion Drawing.
The results showed that the TEP program at the IAIN Palangka Raya Language Development Unit with the activity planning process had a series of references, namely; the aims and objectives of the activities, the target of the activities, the reasons of the activities, the time of the tests, the implementation, and the strategy for achieving the outputs of the activities. The organization that is carried out in the TEP program at the UPT Language Development is a decision given by the Chancellor of IAIN Palangka Raya who determines a committee consisting of the person in charge, chairman and secretary as well as supervisors and correctors. The implementation of the TEP service program is made into 2 parts, namely; 1) The implementation of the TEP activities, and 2) The implementation of the TEP test activities. Supervision of the implementation of TEP services, there is an activity report which is reported annually from the Head of UPTPB to the Deputy Chancellor of Academic and Institutional Development and the Chancellor of IAIN Palangka Raya in the form of activity report.
