Abstract

Parkir merupakan salah satu sarana yang sangat dibutuhkan masyarakat khususnya masyarakat di perkotaan. Fungsi dari parkir yaitu sebagai tempat penitipan kendaraan pribadi maupun kendaraan umum. Seiring dengan kemajuan teknologi yang serba digital di zaman sekarang ini diberbagai kota sudah banyak menggunakan parkir elektronik. Kota sampit tepatnya di Pusat Pembelanjaan Mentaya telah menggunakan parkir elektronik (E- parking) di PPM Sampit. Jadi penelitian ini difokuskan dengan dua permasalahan yaitu bagaimana pengelolaan parkir elektronik (E-Parking) di Pusat Perbelanjaan Mentaya (PPM) Sampit dan bagaimana dampak pengelolaan parkir elektronik (E-Parking) pada pendapatan asli daerah Sampit. Dari rumusan masalah tersebut, maka tujuan penelitian adalah mendiskripsikan pengelolaan parkir elektronik (E-Parking) di Pusat Perbelanjaan Mentaya (PPM) dan untuk mengetahui apa saja dampak dari pengelolaan parkir elektronik (E-Parking) pada pendapatan asli daerah di Sampit.

Penelitian ini menggunakan metode kualitatif deskriptif, adapun subjek dalam penelitian ini adalah pegawai Dinas Perhubungan yang berjumlah 2 orang, 1 orang pegawai CV. Graha Tehnik serta 3 orang informan yaitu juru parkir PPM dan 1 orang informan dari CV.Graha Tehnik. Objek dalam penelitian ini yaitu Pengelolaan Parkir Elektronik Pada Pendapatan Asli Daerah (PAD) di Pusat Perbelanjaan Mentaya (PPM) Sampit Kabupaten Kotawaringin Timur. Tehnik pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Penelitian ini juga dilakukan dengan analisis teoritik yang mendalam dengan teori Dampak, pengelolaan, parkir, dan teori pendapatan asli daerah.

Hasil penelitian ini terhadap pelaksanaan pengelolaan parkir elektronik (E-Parking) di PPMSampit menunjukan bahwa (1) Pengelolaan parkir elektronik (E-Parking) di PPM Sampit sudah berjalan dengan baik dimana pengelolaan di PPM telah menerapkan fungsi-fungsi manajemen dalam sistem pengelolaannya yang meliputi: perencanaan, pengorganisasian, pengarahan dan pengawasan, sehingga pengelolaan di PPM menjadi terstruktur; (2) Dampak dari parkir elektronik (E-Parking) ini tidak hanya pada peningkatan asli daerah di Kota Sampit Kabupaten Kotawaringin Timur akan tetapi juga berdampak pada data pendapatan yang transparansi dan mencegah terjadinya pungutan liar (pungli).

ABSTRACT

Parking is one of the facilities that are needed by the community, especially people in urban areas. The function of the parking is as a place to care for private vehicles and public vehicles. Along with advances in digital technology in today's era in many cities already use electronic parking. Sampit city precisely in the Mentaya Shopping Center has used electronic parking (E-parking) at PPM Sampit. So this research is focused on two problems namely how the management of electronic parking (E-Parking) in the Mentaya Shopping Center (PPM) Sampit and how the impact of managing electronic parking (E-Parking) on the original income of the Sampit area. From the formulation of the problem, the research objective is to describe the management of electronic parking (E-Parking) in the Mentaya Shopping Center (PPM) and to find out what are the impacts of electronic parking management (E-Parking) on local revenue in Sampit.

The research design was descriptive qualitative methods, while the subjects in this study are employees of the Department of Transportation, amounting to 2 people, 1 employee of CV. Graha Tehnik and 3 informants namely PPM parking attendants and 1 informant from CV. Graha Tehnik. The object of this research is the Management of Electronic Parking At Local Original Revenue (PAD) in the Mentaya Shopping Center (PPM) Sampit, East Kotawaringin Regency. Data collection techniques include observation, interviews, and documentation. This research was also carried out with a deep theoretical analysis with the theory of Impact, management, parking, and the theory of local revenue.

The results of this study of the implementation of electronic parking management (E-Parking) in PPMSampit shows that (1) Management of electronic parking (E-Parking) in PPM Sampit has been running well where the management in PPM has implemented management functions in its management system which includes : planning, organizing, directing and supervising, so that management in PPM becomes structured; (2) The impact of electronic parking (E-Parking) is not only on the original increase in the area in Sampit City, East Kotawaringin Regency but also has an impact on revenue data that is transparent and prevents illegal payments.
