Abstract

Manajemen SDM yang baik sangat menentukan kualitas madrasah, dan sangat mempengaruhi peningkatan kompetensi dan profesionalitas guru. Kompetensi itu dapat dicapai jika kepala madrasah sebagai manajer mampu mengelola para guru di sebuah lembaga pendidikan agar memiiki kompetensi dalam meningkatkan profesionalitasnya
Permasalahan penelitian dalam tesis ini adalah (1) Bagaimana perencanaan SDM guru bukan PNS, (2) Bagaimana rekrutmen guru bukan PNS, (3) Bagaimana pengembangan SDM dalam upaya meningkatkan profesionalitas guru bukan PNS, dan (4) Bagaimana penilaian kinerja guru bukan PNS di MTsN 2 Kota Palangka Raya?

Penelitian ini merupakan penelitian lapangan bersifat deskriptif dengan pendekatan kualitatif. Data diperoleh melalui observasi, wawancara, dan dokumentasi. Data dianalisis dengan analisis interaktif dari Milles dan Hubberman, melalui tahapan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Pemeriksaan keabsahan data dalam penelitian ini dilakukan dengan uji kredibilitas (credibility) dengan tennik triangulasi.

Hasil penelitian: (1) Perencanaan guru bukan PNS di MTsN 2 Kota Palangka Raya dilaksanakan dengan mengadakan analisis kebutuhan, untuk melihat dan memprediksi kebutuhan sumber daya manusia di madrasah yang akan datang. (2) Rekrutmen guru non PNS di MTsN 2 Kota Palangka Raya dilaksanakan melalui beberapa tahapan yaitu: a) melihat formasi yang dibutuhkan, b) menyampaikan pengumuman melalui form guru setempat c) melakukan pemanggilan terhadap calon guru yang menyampaikan lamaran. d) melakukan wawancara, dan e) penerimaan dan penempatan. (3) Pengembangan sumber daya manusia dalam upaya meningkatkan profesionalitas guru bukan PNS di MTsN 2 Kota Palangka Raya dilakukan dengan On The Job Training terdiri dari pelatihan, dan latihan instruktur pekerjaan, dan Off The Job Training terdiri dari pendidikan, workshop, dan MGMP. (4) Penilaian kinerja guru bukan PNS di MTsN 2 Kota Palangka Raya melalui evaluasi dan supervisi.

ABSTRACT

Good Human Resource (HR) management greatly determines school quality, and greatly influences the increase of teacher’s competencies and professionalism. The competence can be achieved if the principal as a manager is able to manage the teachers in education institutions to establish competencies in increasing the teacher’s professionality.

The research problems in this thesis are (1) How to plan human resource teacher not civil servants, (2) How to recruit not civil servants teacher, (3) How to develop human resources in an effort to improve teacher professionalism not civil servants , and (4) How to evaluate the teacher performance not civil servants in MTsN 2 Palangka Raya?

This research is a descriptive field research with a qualitative approach. Data is obtained through observation, interview, and documentation. Data were analyzed by interactive analysis of Milles and Hubberman, through the stages of data collection, data reduction, data presentation and drawing conclusion. Examination of the validity of the data in this study was conducted with credibility testing with triangulation technique.

Research results: (1) The teachers plan not civil servent at MTsN 2 Palangka Raya City was carried out by conducting a needs analysis, to see and predict the future human resource needs in madrasah. (2) Recruitment teachers not civil servants at MTsN 2 Palangka Raya City was carried out in several stages, namely: a) Seeing the formation needed, b) delivering announcements through local teacher forms, c) Making a call to the prospective teachers who has submited applications. d) conduct interviews, and e) acceptance and placement. (3) Human resource development in an effort to improve th teachers professionalism not civil servants at MTsN 2 Palangka Raya City is carried out with On The Job Training that consists of training and train Job instuctor, and Off The Job Training that consists of education, workshops, and MGMP. (4) Assessment of the teacher performance not civil servants at MTsN 2 Palangka Raya City through evaluation and supervision.
