Abstract
Tenaga pendidik merupakan salah satu faktor utama yang menentukan mutu pendidikan sehingga diperlukan pengelolaan manajemen pembinaan mutu tenaga pendidik yang baik sehingga dapat mewujudkan suatu lembaga pendidikan yang memiliki tenaga pendidik yang berkualitas sesuai dengan kompetensinya. SMAN 1 Pandih Batu secara terus menerus mengadakan pembinaan tenaga pendidik sehingga perlu diketahui bagaimana manajemen pembinaan mutu tenaga pendidik disekolah tersebut.
Permasalahan yang diangkat dalam penelitian ini yaitu : 1) perencanaan program pembinaan mutu tenaga pendidik di SMAN 1 Pandih Batu Kabupaten Pulang Pisau, 2) pelaksanaan program pembinaan mutu tenaga pendidik di SMAN 1 Pandih Batu Kabupaten Pulang Pisau, 3) pengawasan program pembinaan mutu tenaga pendidik di SMAN 1 Pandih Batu Kabupaten Pulang Pisau.
Penelitian ini menggunakan metode penelitian kualitatif, lokasi penelitian di SMAN 1 Pandih Batu Kabupaten Pulang Pisau dengan subyek penelitian kepala sekolah, sebagai informan wakil kepala sekolah bidang kurikulum, bendahara dan komite sekolah, teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Teknik pengabsahan data menggunakan triangulasi, Penelitian ini menggunakan 3 tahapan analisis, yaitu : data reduction, data display, dan data conclusion drawing/verification
Temuan penelitian ini adalah sebagai berikut : 1) Perencanaan pembinaan mutu tenaga pendidik di SMAN 1 Pandih Batu dilaksanakan dengan rapat yang melibatkan semua komponen sekolah berdasarkan analisis SWOT serta masukan kotak saran dari berbagai pihak, usulan rapat wali murid dan stakeholder sekolah yang dijabarkan dalam bentuk RKAS serta mempunyai tujuan dan target. 2) Pelaksanaan pembinaan mutu tenaga pendidik di SMAN 1 Pandih Batu terdapat 2 (dua) program pelaksanaan yaitu program pembinaan mutu internal sekolah yang menyangkut peningkatan kualitas SDM guru baik dari sisi pembelajaran maupun performance guru dan program pembinaan mutu external sekolah yang dicanangkan oleh pemerintah seperti workshop, IHT, Bimtek dimana SMAN 1 Pandih Batu menjadi piloting kegiatannya. 3) Pengawasan pembinaan mutu tenaga pendidik dilakukan oleh Kepala sekolah dan pengawas sekolah dari Dinas Pendidikan Propinsi sebagai monitoring seluruh aktifitas tenaga pendidik. Pembinaan mutu tenaga pendidik ini perlu tetap dilaksanakan secara berkelanjutan serta didukung oleh semua komponen sekolah dan instrumen pengawasan perlu dilengkapi sebagai bahan perbaikan.
ABSTRACT
Educators were the main factors that determined the quality of education, it was necessary to manage the quality management of good educators, so that they could create an educational institution which has qualified and competent educators. SMAN 1 Pandih Batu continuously strove to provide the educator training was, so it was necessary to recognize how the management of educator quality at that school.
The problems of the research are 1) the plan of the educator quality development at SMAN 1 Pandih Batu Pulang Pisau District, 2) the implementation of the educator quality development at SMAN 1 Pandih Batu Pulang Pisau District, 3) the supervise educator quality development at SMAN 1 Pandih Batu Pulang Pisau District?.
The research used qualitative method, the research is located at SMAN 1 Pandih Batu Pulang Pisau District whose the school principle is targeted as research subject. Informations are gathered from deputy of school principle (curriculum section), treasury and school committee. The data collection techniques were observation, interviews, and documentation. The data validation technique was triangulation. The research used three-step analysis; data reduction, data display, and data conclusion (drawing/verification).
The results of this research were: 1) the planning of educator quality development at SMAN 1 Pandih Batu was carried out by meeting which involved all of school components. It was analyzed based on the SWOT, suggestion boxes which was inputted by various parties, student parents, and school stakeholders. It was described in the form of RKAS and had goals and targets. 2) there were two implementation programs for developing the educator quality at SMAN 1 Pandih Batu, namely;1) the school’s internal quality development program to improve the quality of human resources both in terms of learning, teacher performance, and 2) external quality development programs were implemented by the government such as workshop, IHT(In house training), Technical guidance which SMAN 1 Pnadih Batu as pilot at the activities. 3) Supervision of quality training for educators was implemented by the principal and supervisor from the Provincial Education Office who monitored the educator teaching activities. The teachers quality improvement need to be continually conducted and supported by all elements in the school. As corrective action, supervision tools need to be completed.
