Abstract

Bansos adalah uang rakyat, uang negara, yang penggunaan setiap rupiahnya harus di pertanggung jawabkan serta harus bisa diaudit dan di pertanggung jawabkan karena bersumber dari APBN dan pada dasarnya bantuan sosial tersebut tidak boleh untuk diperjual belikan, akan tetapi dalam hal ini ada beberapa anggota TAGANA yang tidak bertanggung jawab dengan amanah yang dijalankan, yaitu mereka melakukan praktek jual beli barang hasil bantuan sosial dengan alasan barang hasil bantuan sosial tersebut hampir habis tanggal waktu penggunaannya yang seharusnya barang hasil bantuan sosial tersebut tidak boleh di jual belikan. Berdasarkan latar belakang masalah di atas, dirumuskan masalah tentang: 1. Bagaimana efektifitas bantuan sosial dari dinas sosial melalui TAGANA? 2. Bagaimana pelaksanaan menjual barang atau makanan milik pemerintah yang hampir kada luarsa untuk masyarakat oleh TAGANA dalam perspekif ekonomi Islam?
Jenis penelitian adalah penelitian kualitatif lapangan (field reseach) dengan pendekatan kualitatif deskriptif. Pengumpulan data dilakukan dengan menggunakan metode wawancara, observasi dan dokumentasi terhadap beberapa anggota tagana dan informan yang membeli barang dan makanan milik pemerintah yang diperjual belikan tagana Dan dianalisis dengan beberapa tahapan yakni: 1. Pengumpulan Data, 2. Penyajian Data, 3. Penarikan Kesimpulan.
Hasil dari penelitian ini dapat disimpulkan bahwa: 1. Tagana (taruna siaga bencana) adalah tempat untuk masyarakat yang memiliki jiwa yang memang benar-benar untuk menolong masyarakat yang mendapat musibah, akan tetapi yang penulis lihat dilapangan, para anggota tagana yang memang benar bekerja untuk tagana hanya sedikit, 2. Tagana (Taruna siaga Bencana) kota palangkaraya, mereka memang memberikan dan menyalurkan bantuan kepada masyarakat yang terkena musibah dan menjalankan tugas mereka sebagai anggota tagana (taruna siaga bencana) akan tetapi cara mereka untuk menjual barang dan makanan yang tersimpan itu salah, karena walaupun tidak ada bencana yang terjadi, barang dan makanan itu tidak boleh diperjual belikan karena itu milik pemerintah, seharusnya barang dan makanan tersebut dibagikan kepada masyarakat yang memang membutuhkan.

The kind of research is research qualitative the field ( field reseach with a qualitative approach descriptive .The data collection was done by using the method interview , observation and documentation to several members of tagana and informants who purchase goods and food a state-owned diperjual used it to buy tagana and analyzed by some steps: : 1 .Data collection , 2 .Presentation of data , 3 .The withdrawal of conclusion .
The result of this research can be concluded that: 1.Tagana ( youth disaster preparedness ) is the place to community members with the soul which does indeed to help the who are disaster, but who writers see he, the members of tagana are it is true work for tagana just a little, 2.Tagana ( youth disaster preparedness city palangkaraya, they are give and channel assistances to the communities hit by fire incident and carry out their duties as a member of tagana ( youth disaster preparedness but their way of sells goods and food stored it is wrong, because although there was no disasters, goods and food should not be diperjual used it to buy therefore state-owned, should goods and the food be distributed to the people who indeed takes.
