Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana Strategi Kepala Madrasah dalam Peningkatan mutu guru. Kemudian bagaimana strategi dalam merencanakan, melaksanakan dan mengendalikan mutu guru di Madrasah Tsanawiyah Negeri Kumai.
Penelitian ini menggunakan metode diskriptif kualitatif. Penelitian dilakukan di MTs Negeri Kumai pada bulan Maret sampai Mei tahun 2017. Subyek penelitian adalah kepala madrasah dan guru. Informen penelitian adalah wakil kepala madrasah, guru dan komite madrasah. Teknik pengumpulan data menggunakan metode; wawancara, observasi dan dokumentasi. Teknik pemeriksaan keabsahan data dengan metode trianggulasi metode dan sumber. Teknik analisa data menggunakan model interaktif terdiri; pengumpulan data, reduksi data, penyajian data dan penerikan kesimpulan.
Ada tiga hasil penelitian yang diperoleh,yaitu; 1). Strategi dalam merencanakan peningkatan mutu guru dengan berlandaskan pada visi, misi, dan tujuan dengan melibatkan semua civitas akademik madrasah. Perencanaan yang dilakukan berdasarkan analisis kebutuhan (need Assessment) dan analisis jabatan pekerjaan (job analysis). 2) Strategi dalam melaksanakan peningkatan mutu guru, dengan mengikutkan para guru dalam forum MGMP, seminar, diklat, lokakarya workshop guru. 3) Strategi dalam pengendalian mutu guru dengan mengadakan evaluasi yang dilakukan dengan supervisi, dan penilaian terhadap kenerja guru dengan menggunakan DP3, aspek yang disupervisi adalah kehadiran guru, prestasi perkembangan anak, perangkat pembelajaran.

ABSTRACT
This study aims to know how the headmaster’s strategy in improving the teacher quality. Further, it aims to know how the strategy in planning, implementing, and controlling the teacher quality in Madrasah Tsanawiyah Negeri Kumai.
This study used descriptive qualitative method. This study was conducted in MTs Negeri Kumai in March to May 2017. The subjects of study were the headmaster and teachers. Meanwhile, the informants were vice of headmaster, teachers, and school committee. Data collection techniques were through interview, observation, and documentation. Data validity used triangulation and source method. Data analysis used interactive model namely: data collection, data reduction, data presentation, and drawing conclusion.
The results showed that: 1) the strategy in planning to improve the teacher quality based on vision, mission, and goal was involved all academic civitas. The planning was based on need assessment and job analysis. 2) the strategy in implementing to improve teacher quality was done by sending the teachers to MGMP forum, seminar, training, and workshop. 3) the strategy in controlling to improve teacher quality was done by evaluating through supervision and assessment on teacher’s performance using DP3. The supervised aspects are teacher attendance, student’s development achievement, and learning equipment.
